This is for a pair of flaps. There are full trucks available that have all 4 flaps and the custom fit mounting brackets

These are a flat mud flap that installs inside the wheel well of the truck. They will not interfere with the running boards.

Yes they will. Depending on the width of the flare the flaps might not go to the outside edge of the larger flares but you will be able to install the flaps.
