I would recommend these, https://www.sharptruck.com/truck-hardware-gb1018cutj They are 10" wide instead of 12". They come with self tapping screws to fasten them to lip of the wheel well.

No, they will not. The wheel well on those Wranglers does not have anywhere to fasten the flaps to.
