Will this fit my 2013 sierra with a 7 and a half lift kit and 12” width tires on 35s i need it to cover the width and has to be 8” from the ground

Yes it will. The flaps are up to 18" long and can be trimmed to the length you require. With the brackets they mount from the bottom of the fender so with most trucks you will need to shorten these.
