I would recommend the 12x23 cut style for both the front and the rear of the truck. If you have wheel well liners you can use the 12x23 non cut style for the rear wheel well.
The no-drill options will work great for you. If you are not going to be doing much towing or off road driving, you can get away with the 12x26 flaps. With the heavier suspension the rear does sit a bit higher but if you tow the squat will bring the back end down lower.
With the large fender flares i would not get the custom fit flaps. The full style 12x23 rectangle flaps would be your best bet. It will require some trimming of the flap for the front but it will give you the most flexibility for installation and getting the alignment you want with the flares.
I think you have a 2019, those have the small splash guards on the rear. These flaps will install over of those and they do not interfere with step bars when it comes to installation.
Yes they can. The custom fit flaps for OEM flares will work the best. You just have to access to the factory existing mounting points on the lip of the fender.

There are some sets in there for a new body style RAM HD and dually as well so do not pay attention to those.
