How would this cargo bag fit if instead of putting it in a hitch carrier, I just used it in the truck bed. Pushed up as far forward as it could go much like a truck tool box?
Does it have straps that can tie into side D rings?
Does is have interior dividers (or is it one long empty bag)?

It would work just fine in your truck bed. There are tie down points on the bottom of the bag to secure it.
There are not any dividers, it is a "long empty bag"
