Typically inch measurements are very straight forward, however calculating your tire size for metric tires can be a bit more difficult. On a metric tire, the first number on the tire is the width in millimeters. In order to convert that to inches, you need to divide it by 25.4.
The second number on a metric tire is there to help us calculate the side wall measurement of the tire. The actual sidewall height is a percentage of the width of the tire - the second number is that percentage.
The third number on the tire (generally followed by an R) is the actual diameter of the wheel.
The sidewall/aspect ratio is used in metric tire sizes to determine what will be the total height of the tire.
